PROBLEM TO BE SOLVED: To predict a rephosphorization amount with high accuracy and perform proper dephosphorization in a converter.SOLUTION: When predicting a rephosphorization amount to molten steel since completion of blowing in a steel making process to arrival to a continuous casting facility, a kind and amount of a sub raw material to be added at a converter, time of the step in which a surface of the molten metal is varied in secondary refining as a secondary refining condition, a kind of steel and year and/or number of use of the converter as a facility condition, are used as explanatory variables for predicting the rephosphorization amount. Then, from an external controller for controlling following steps after the step using the converter, actual data, and the explanatory variables of the prediction object are taken in for predicting the rephosphorization amount being a target variable of the prediction object, and using converter target phosphorus density calculated from the predicted rephosphorization amount, converter dephosphorization control is executed.
