PROBLEM TO BE SOLVED: To provide a degraded state evaluation device, a degraded state evaluation method, and a degraded state evaluation program capable of easily evaluating a degraded state due to corrosion of a coated part or depletion of a coating film in a nondestructive manner.SOLUTION: An evaluation target 3A is a test piece simulating an actual structure 1 having a coating film formed on a surface of a coated part from which rust is completed removed. An evaluation target 3B is a test piece simulating the actual structure 1 having a coating film formed on the surface of the coated part from which rust is not completed removed. A coating film is formed on the surface of the coated part of each of the evaluation targets 3A and 3B at a time of repainting the actual structure 1, and the evaluation targets 3A and 3B are placed in the same environment as that of this actual structure 1 for predetermined time. A degraded state evaluation device 6 evaluates degraded states of the evaluation targets 3A and 3B. A mass change amount calculation unit 6c calculates mass change amounts representing changes in masses of the evaluation targets 3A and 3B over time. A degraded state evaluation unit 6f evaluates the degraded states of the evaluation targets 3A and 3B on the basis of calculation results of the mass change amount calculation unit 6c.
