The purpose of the present invention is to provide a system stability estimation device and a system stability estimation method for estimating the transient stabilities of a plurality of system cross-sections in a power system with less calculation time. The system stability estimation device 1 of the present invention is provided with: a power-angle curve calculation unit 160 for calculating a power-angle curve representing the relationship between the output power of a generator and a phase difference angle; a power-maximum angle curve estimation unit 171 for estimating, on the basis of the power-angle curve, a power-maximum angle curve representing the relationship between the output power of the generator before an accident occurs and the maximum phase difference angle that is the maximum point which the generator phase difference angle reaches after the accident has occurred; and a system stability margin calculation unit 172 for calculating the margin amount of system stability on the basis of the power-maximum angle curve.
