PROBLEM TO BE SOLVED: To provide a displacement control device which protects a superstructure from being damaged together with a base isolation device, even when hit by a giant earthquake larger than estimated, or installed on an existing building with poor base isolation performance, by curbing excessive displacement of an existing laminated rubber base isolation device.SOLUTION: A displacement control device 12 is placed between a substructure 1 and a superstructure 2, and prevents damage due to excessive displacement of a base isolation device 3. The displacement control device 12 comprises a body section 13 made of an elastic body and a base plate 14. The body section 13 has precompression introduced therein. Regardless of whether the displacement control device 12 with precompression introduced therein is installed on an existing building or a newly constructed building, the same can control excessive deformation of the base isolation device in a manner that generates predetermined friction force on a contact face between the displacement control device 12 and the superstructure 2 and thereby protecting the superstructure 2 from being damaged together with the base isolation device 3.
