PROBLEM TO BE SOLVED: To improve the accuracy of prediction relating to the accommodation possibility of radio communication.SOLUTION: A radio communication apparatus includes: a present cell utilization situation acquisition section 21 for acquiring a present cell current utilization situation relating to a current radio resource; an another cell utilization situation acquisition section 22 for acquiring another cell current utilization situation relating to a current radio resource of another cell that may interfere with a present cell; a relational expression identification section 23 for identifying a relational expression indicating relation between a present cell utilization situation and another cell utilization situation while using both the acquired situations; a prediction section 24 for predicting the accommodation possibility of radio communication while using boundary information indicating the relation between the present cell utilization situation and the other cell utilization situation in accordance with a boundary of the accommodation possibility, the identified relational expression and the present cell current utilization situation; a determination section 25 for determining whether the accommodation of radio communication is established after radio resource allocation according to the prediction; and an adjustment section 27 for adjusting the boundary information in accordance with a determination result.
