PROBLEM TO BE SOLVED: To record accurate time in a server device even when time-recording processing is performed on a terminal device while the terminal device and a server device are in an off-line state.SOLUTION: In a terminal device 3, an elapsed time measurement part 37 measures the elapsed time from indication of a measurement start, and when a connection state determination part 32 determines an off-line state, an elapsed time control part 34 defines the elapsed time acquired from the elapsed time measurement part 37 as elapsed time information. When the connection state determination part 32 detects change from the off-line state to an on-line state, the elapsed time control part 34 acquires off-line time recording data on the basis of the elapsed time information, and a terminal communication control part 33 transmits the off-line time recording data to a server device. When the server device receives the off-line time recording data from the terminal device 3, a determined time recording part calculates a determined processing time from the off-line time recording data and server time obtained from a server timer.
