PROBLEM TO BE SOLVED: To recycle incineration ash efficiently as a raw material of cement while keeping down an equipment cost and an operating cost.SOLUTION: An apparatus 1 for using incineration ash as the raw material of cement, includes: a microwave irradiation unit 2 in which the incineration ash A1 such as main ash is irradiated with a microwave; a mixing tank 3 in which water (used washing water W3, W4 or the like) is added to the incineration ash A2 irradiated with the microwave to obtain slurry and then acid gas G1 or an acid is added to the obtained slurry; and solid-liquid separation units 5, 6 in each of which the slurry S1 discharged from the mixing tank is subjected to solid-liquid separation. Exhaust gas of a cement kiln or/and exhaust gas of a chlorine bypass facility can be utilized as the acid gas to be permeated through the incineration ash or/and the acid gas to be added to the slurry. The acid gas-added or acid-added slurry is sorted to obtain coarse particle-containing slurry S2 and fine particle-containing slurry S3. The slurry S2 and the slurry S3 are subjected respectively to solid-liquid separation to obtain cake C1 and cake C2. The cake C1 and the cake C2 can be utilized as the raw materials of cement.
