PROBLEM TO BE SOLVED: To adjust timing to issue an instruction for a maintenance work according to fault sign probability of a device to be monitored.SOLUTION: A histogram generation unit 306 generates a histogram indicating a distribution of occurrence frequency of an irregular maintenance work with respect to fault sign probability, on the basis of maintenance data on irregular maintenance work accumulated in maintenance data/sign probability storage unit 305 and daily sign probability data. A threshold setting unit 307 sets a threshold as a criterion for determining whether to apply maintenance to an image forming apparatus 100, on the basis of the fault sign probability acquired from the histogram and the occurrence frequency of the irregular maintenance work. After setting the threshold, a visit determination unit 308 determines the necessity of applying maintenance work to the image forming apparatus 100, on the basis of the fault sign probability calculated in a sign probability calculation processing unit 304 and the threshold set in the threshold setting unit 307.
