PROBLEM TO BE SOLVED: To maintain excellent speech quality even if facilities to connect to a prescribed public network are shared with a transfer destination.SOLUTION: A telephone transfer device 10 comprises: a detection unit 11a for detecting an incoming call to a first telephone number; connection state determination unit 11b for determining whether a telephone set sharing a second telephone number is connected to a private network or not; a calling unit 11c that, on the basis of the determined result by the connection state determination unit 11b when the detection unit 11a has detected an incoming call, calls out a telephone set connected with the private network via private network communication unit 13, and calls out a telephone set not connected with the private network via a wide area communication network communication unit 15; and a transfer unit 11d that transfers the incoming call to a telephone set via the private network communication unit 13 if the telephone set having responded to call-out is a telephone set called out via the private network communication unit 13, and transfers the incoming call to a telephone set via the wide area communication network communication unit 15 if the telephone set having responded to call-out is a telephone set called out via the wide area communication network communication unit 15.
