PROBLEM TO BE SOLVED: To provide a damage determination device and a damage determination method capable of accurately determining a degree of damage of a pipe while suppressing fault determination.SOLUTION: A damage determination device 100 includes: a pipe configured so that pipe members 40 and 41 are connected to each other by welding; a strain gauge 10 attached near a welded portion 51 extending on an outer circumferential surface of the pipe, for outputting an output voltage in response to a strain in a preset first detection direction; and a damage determination unit 20 that determines a degree of damage of the pipe on the basis of the output voltage output from a strain gauge 10. The strain gauge 10 is attached to the pipe such that the first detection direction matches a direction A of a central axis orthogonal to a circumferential direction in which the welded portion 51 extends.
