A process of polymerizing a fluoromonomer to form an aqueous dispersion of fluoropolymer particles, comprising: (a) providing an aqueous medium in the polymerization reactor; and (b) based on water in the aqueous medium. Adding a nucleation additive comprising a polyalkylene oxide having a number average molecular weight of about 50 to about 2000 in an amount of 0.1 ppm to about 50 ppm to the aqueous medium; and (c) oxidizing the nucleation additive. Exposing to an agent to form the aqueous medium dispersion at the lipophilic nucleation site; (d) pressurizing the reactor by adding a fluoromonomer; and (e) adding a polymerization initiator to the polymerization initiator. Adding to an aqueous medium to polymerize the fluoromonomer to form fluoropolymer particles dispersed in the aqueous medium.
