PROBLEM TO BE SOLVED: To provide an agent that can stably insolubilize heavy metals present in solid waste without using a large amount of pH adjusting agent even if the alkalinity of the solid waste is high, and to provide a method for insolubilizing heavy metals.SOLUTION: The insolubilization agent for heavy metal includes at least one sort of phosphoric acid and phosphate, calcium sulfate, and an agent that insolubilizes water soluble calcium, and the method for insolubilizing heavy metals includes adding the insolubilization agent to solid waste.
