PROBLEM TO BE SOLVED: To provide a rolling speed setting method that can accurately set the number of revolutions immediately after the roll change, and can manufacture shaped steel products with high dimensional accuracy, in a tandem mill train comprising at least one universal rolling mill.SOLUTION: A rolling speed setting method includes the steps of: previously finding the advanced fof a roll diameter in reference conditions of a universal rolling mill; estimating an advanced rate of change, based on a rate of change of a roll diameter from the roll diameter in the reference conditions; correcting the advanced f, based on the advanced rate of change estimated; and setting the number of revolutions of roll of the universal rolling mill and a rolling mill being in a tandem state with the universal rolling mill so that the inter-stand tension between the universal rolling mill and the rolling mill being in the tandem state with the universal rolling mill becomes a predetermined target value, based on the advanced rate corrected.
