System and Method is described that controls the release of contaminated water by rapidly freezing the ground water, including salt water, which permeates the area underneath the a contamination source, so that the resulting ice lens mitigates the extent to which radioactive water is released into the environment. The variable aperture may be a physical valve or preferably an opening in the ice shield which size may be controlled by freezing or thawing portions of the ice shield.
