Techniques and systems are provided for encoding video data. for example, a video data encoding method includes generating an encoded video bit sequence comprising multiple layers. the encoded video bit sequence including a parameter set defining the parameters of the encoded video bit sequence. the method further includes determining one or more parameters of the parameter set including information describing a first bit substring of the encoded video bit sequence including one or more layers with video data and information describing a second bit substring. bits of the encoded video bit sequence that includes one or more layers without any video data. The method further includes performing a bit sequence conformance check on the first bit substring or second bit substring based on whether at least one layer of the first bit substring or second bit substring includes video data.
