The present invention makes it possible to temporarily stop a system at an appropriate timing and estimate the degradation state of a secondary cell. This backup power source system (1a) is provided with: a secondary cell (400); an interface unit (4100) for transmitting a trigger signal in accordance with an operation by a user; a charge and discharge control unit (4110) for executing a control for discharging and then charging or for charging and then discharging the secondary cell if the trigger signal has been received from the interface unit; a detection unit (4120) for detecting the voltage of the secondary cell at different timings; a remaining capacity estimation unit (4130) for estimating the remaining capacity on the basis of the voltage of the secondary cell; a degradation estimation unit (4150) for estimating the degradation state of the secondary cell on the basis of the estimated remaining capacity; and a notification unit (4160) for issuing notification of the estimated degradation state.
