The purpose of the present invention is to provide a funds settlement system which is provided with a function which controls payments and disbursements in RTGS such that an actual balance does not fall below a prescribed balance. According to a representative embodiment, provided is a funds settlement system, comprising: a settlement management unit which carries out the funds settlement if a balance of funds is present which is applicable to the settlement; and a balance management unit which manages the balance of funds. The balance management unit retains information of an actual balance of an account which retains the funds, and information of a virtual balance in which a preset prescribed restricted use amount is subtracted from the actual balance, and which treats the virtual balance as the balance.
