A smart rocker arm camera robot, comprises a dual-axis pan-tilt head, multiple arms, multiple motors, and a base. A rail motor (14) of a control railcar (1) drives the entire apparatus to move along a rail. By controlling a tilting-motor (24), a pan-tilt head can automatically tilt and horizontally pan. The rocker arm can be controlled, via a post motor (23), to ascent or descent and rotate 360 degrees. A slider motor controls a support bar (5) to stretch up and down, and cooperates with a cable motor (61) to control a steel wire cable (6) to move right or left on a rocker arm in order to adjust, as a whole, the imbalance of the center of gravity due to a tilt movement of the rocker arm. A support base motor (71) controls the dual-axis pan-tilt head to tilt or horizontally pan. A camera motor (72) controls a camera to rotate 360 degrees. A counterweight motor (81) controls balance for the entire apparatus by controlling a position of a counterweight block (8) in a rear arm.
