A series of frequency shifts in a corresponding series of subframes of the first reference signal uses only frequency shift candidates from the first set of the plurality of unique sets. A method of mobile positioning, performed by a communications network, includes transmitting, to a user equipment, configuration information that includes an indication of whether a cell-specific reference signal is available for use by the user equipment to determine time-of-arrival information.
