The method comprises: during a network connection, if an abnormal condition is detected in the network, then reading, by a terminal, a preset network optimization parameter in a user identification card, wherein the network optimization parameter comprises a network reconnection time, a network reconnection count, a dial-up count, a time interval of consecutive dial-ups or a traffic volume threshold; according to the network optimization parameter, optimizing, by the terminal, network resources corresponding to the abnormal portion of the network.
