The present invention relates to an apparatus for measuring the dipping and mounting of an overhead steel tower transmission line using terrestrial lidar. The measuring apparatus according to the present invention comprises: a receiving part for receiving an input of lidar data obtained by terrestrial lidar; and a calculation part for calculating, as result data, at least one of the dipping and mounting of the overhead steel tower transmission line on the basis of the lidar data. According to the present invention, it is possible to precisely measure and analyze the dipping and mounting of an overhead steel tower transmission line using scan data collected by the terrestrial lidar, without a surveyor having to climb a high steel tower, and then easily store the data.
