Provided are a method for managing a dedicated line user, a broadband access server and a management server. The method for managing a dedicated line user comprises: after acquiring configuration command information about a dedicated line user, sending IP address request information for the dedicated line user to the management server, so that the management server is able to allocate IP addresses according to the IP address request information and to obtain a first IP address; receiving the first IP address allocated by the management server; and registering the first IP address as the IP address of the dedicated line user, so that the dedicated line user is able to surf the Internet using the first IP address. The solution of the present invention utilizes virtual technology to manage a dedicated line user, which realizes use of a remote management server to remotely plan and allocate IP addresses, thereby reducing the security risk of an operator administrator frequently logging into a broadband access server to allocate IP addresses, and bringing convenience to planning a network.
