Provided are: a cold-rolled stainless steel sheet material with ample corrosion resistance and excellent surface properties, moldability and anti-ridging properties; a manufacturing method therefor; and a cold-rolled steel sheet. This cold-rolled stainless steel sheet material contains, in mass%, C: 0.005-0.025%, Si: 0.02-0.50%, Mn: 0.55-1.0%, P: 0.040% or less, S: 0.01% or less, Cr: 15.5-18.0%, Ni: 0.01-1.0%, Al: 0.001-0.10%, and N: 0.005-0.025%, the balance being obtained from Fe and unavoidable impurities, and has a metal structure obtained from 5-20% of martensite phase by volume fraction, the balance being ferrite phase. Of the ferrite phase grain boundaries exposed on the surface of the steel sheet, the proportion of ferrite phase grain boundaries in which selective dissolution has occurred is 20% or less of the total grain boundary length.
