The present invention relates to: an improved bidirectional pile load testing measurement apparatus comprising an upper plate and a lower plate having a tremie pipe hole in the center thereof, a cylinder which is arranged between the upper and lower plates so as to apply pressure evenly to the lower side of the upper plate and the upper side of the lower plate and is coupled to at least one member, i.e. the upper plate and/or lower plate, a displacement measuring means for measuring the displacement of the upper and lower plates, and a rolling plate which is formed between the cylinder and the lower plate and on which the cylinder is mounted; and an improved bidirectional pile load testing measurement method, which uses the improved bidirectional pile load testing measurement apparatus, returns the cylinder to the original state so as to minimize the defects of a pile after the completion of end bearing capacity and surrounding frictional force measurement, thereby prevents the generation of a gap inside the cylinder and the formation of an empty space by grouting outside the cylinder, and thus can enhance the strength of the concrete pile after testing.
