A lotus-flower type condenser and a Hertz dry cooling system. The lotus-flower type condenser comprises two steam distribution stand pipes (4) and a condensed-water return stand pipe (6) located between the two steam distribution stand pipes (4). The steam distribution stand pipes (4) are connected to the condensed-water return stand pipe (6) through multiple oblique flat base pipes (5). Downstream and reversed stream separation inclined plates (8)are arranged at the upper parts of the steam distribution stand pipes (4). The lower parts of the steam distribution stand pipes (4) are connected to steam distribution horizontal pipelines through elbows, and movable joints (3) capable of rotating are provided on the steam distribution horizontal pipelines. An air suction pipeline (7) is provided at the top ends of the steam distribution stand pipes (4), the air suction pipeline (7) is led and connected to the bottom of the lotus-flower type condenser, and is transited by the elbows as an air suction horizontal pipeline. A movable joint (3) capable of rotating is also provided on the air suction horizontal pipeline. The lower part of the condensed-water return stand pipe (6) is connected to a condensed-water recovery horizontal pipeline through the elbow, and a movable joint (3) capable of rotating is also provided on the condensed-water recovery horizontal pipeline. The Hertz dry cooling system has no fan energy consumption or fan noise of an ACC system, and has no indirect dry cooling circulating water or the weight of the circulating water.
