A working sheath pipe (1) used when performing renovation work on a pump discharge pipeline (4) branching from the peripheral wall (33) of a cylindrical barrel (3) inserted in a tank (2) in which a fuel is stored, said pipe (1) describing a bottomed cylindrical shape allowing insertion into the barrel and having a working space in the interior. An insertion hole (15a) through which a closing-off member (7) for closing off the pipe discharge pipeline is inserted is provided through the peripheral wall (15) of the working sheath pipe (1). The working sheath pipe (1) is provided so that, on having been inserted into the barrel, the insertion hole is positioned so as to face the opening of the pump discharge pipeline.
