The present invention improves the load of traffic on a network when collecting images capturing the sales floor inside a store, eliminates the risk of unprocessed images leaking out, can efficiently collect privacy-protected images, makes it possible for a plurality of users to efficiently check the situation inside the store from anywhere, and do business reasonably for improving store operation. The present invention is provided with: an imaging unit (31) for capturing the inside of a facility and outputting in sequence temporally continuous captured images; a processor (32) for performing image processing on the captured images and outputting processed images; and a communication unit (34) for transmitting the processed images to a recording server (21) via a network. The processor (32) updates dominant image information each time a captured image is inputted from the imaging unit (31) to generate, as the processed image, a still image for viewing from which a moving body has been removed, and the communication unit (34) transmits the still image for viewing at a prescribed timing. Further, a viewing screen is delivered from a facility operation support device to a user terminal device, and the viewing screen is set to be displayed on the user terminal device. On the viewing screen of said user terminal device, a list of images by store in which sales floor images for each store relating to a common sales floor are lined up together with a store name is displayed on an image list display unit. On a selection menu display unit, a sales floor selection menu for changing the sales floor in the list of images by store is set to be displayed.
