Described is an apparatus of an Evolved Node-B (eNB) operable to communicate with a User Equipment (UE) on a wireless network. The apparatus may comprise a first circuitry, a second circuitry, and a third circuitry. The first circuitry may be operable to sense a channel of the wireless network on which License-Assisted Access (LAA) Secondary Cell (SCell) transmissions are performed. The second circuitry may be operable to detect a power received from the channel. The third circuitry may be operable to generate a transmission of a first type if the power detected is less than a first energy detection threshold, and to generate a transmission of a second type if the power detected is less than a second energy detection threshold. The second type of transmission may be different than the first type of transmission, and the second energy detection threshold may be different than the first energy detection threshold.
