Disclosed in an embodiment of the present invention is a paging method in a dense small cell deployment scenario, comprising: an MME determines, according to a signaling transmitted by a macro base station, a first type of a small cell base station and a second type of a small cell base station connected to the macro base station; upon receipt of a paging request, the MME determines, according to a re-selection threshold of a first cell corresponding to the first type of the small cell base station and a re-selection threshold of a second cell corresponding to the second type of the small cell base station, a target small cell base station corresponding to a target cell re-selection threshold; and the MME transmits a paging signaling to the macro base station and the target small cell base station, so as to trigger the macro base station and the target small base station to broadcast the paging signaling to UE of each coverage area. The embodiment of the present invention also discloses a paging device in the dense small cell deployment scenario. The embodiment of the present invention has advantages of avoiding the MME to transmit the paging signaling to all densely deployed small cell base stations and reducing a waste of a system resource.
