The purpose of the present invention is, even in a situation in which pluralities of pedestrians and vehicles are gathered and crowded together, to allow adequately limiting pedestrian-to-vehicle communication between pedestrian terminal devices and vehicle-mounted terminal devices, and to allow reducing congestion in communication which arises from increased traffic in pedestrian-to-vehicle communication. With a pedestrian-to-vehicle communication unit, pedestrian information is received which is transmitted from other pedestrian terminal devices which are present in the vicinity of the local device. With a positioning unit, position information of the local device is acquired. On the basis of the position information of the local device and position information of the other pedestrian terminal devices which is included in the pedestrian information, with a control unit, a determination is made as to whether the pedestrian who possesses the local device is positioned in a pedestrian group, and if the pedestrian is positioned in the pedestrian group, suspends pedestrian-to-vehicle communication.
