The present invention estimates acoustic quality for each unit time from a content reproduction start time on the basis of a parameter, among parameters pertaining to an audio/visual content, that affects acoustic quality; estimates video quality for each unit time on the basis of a parameter, among parameters pertaining to the content, that affects video quality; integrates the acoustic quality and the video quality for each unit time and estimates audio/visual quality for each unit time; integrates the audio/visual quality for each unit time into one and estimates audio/visual encoding quality, with respect to encoding degradation, in which a quality change over time is taken into account; and estimates the audio/visual quality experienced by a viewer after the termination of the content on the basis of the audio/visual encoding quality, whereby it is made possible to evaluate quality even when the audio/visual quality changes over time.
