A battery management system and balanced charging device capable of constantly monitoring, turning on and replacing single cells, battery packs at various levels and battery modules at various levels, and being applied to all systems requiring one or more batteries to be connected in series or parallel to provide energy. The present invention solves the problem of resource wastage caused by current battery pack monitoring systems not being able to monitor single cells at the lowermost layer of an entire structure, meaning that battery packs can only be replaced as a whole after failure. All messages are transmitted to a main control box. The system constantly monitors the state of each single cell in an entire battery system, sets a certain alarm technical indicator, and automatically and/or manually turns on various single cells, battery packs at various levels and battery modules at various levels. Therefore, battery pack repairing can be performed according to a battery state display of the main control box, faulty single cells and battery packs at various levels can be replaced directly, without replacing good batteries, and balanced charging can be performed on each single cell.
