Provided is a design document input/output device for processing a spreadsheet-format design document, the design document input/output device being provided with a processor and a memory, wherein the design document input/output device has: a storage unit for storing a design information definition that defines the structure of a previously generated design document, and a design information template that has a definition for converting the previously generated spreadsheet-format design document into a semi-structured data format; and a conversion unit for receiving the spreadsheet-format design document, setting the information of the design document in the design information template on the basis of the design information definition, and outputting the information of the design document as semi-structured-data-format design information.
