The water impacting device comprises a water receiving tank (2), a water impacting wheel (1) being located in the water receiving tank (2), a condenser (3), a water impacting motor (4) driving the water impacting wheel (1) to throw condensate water to the condenser (3), and a water spraying device; a water inlet and a water outlet are provided on the water spraying device; the water outlet corresponds to the position of the water impacting wheel (1), so as to spray the condensate water onto the water impacting wheel (1), the water impacting wheel (1) being located above the level of water contained within the water receiving tank (2).
