A sponge city complex, comprising hidden pools (1) formed on natural mountains (101). Each hidden pool (1) is filled with an anti-seepage water-retaining material. The top of each hidden pool (1) is sealed with soil. Green plants with well-developed root systems and strong purification capability are planted in the soil. Rainwater on natural hillsides and hills can penetrate into the soil, and the plants with various root systems can lock moisture in the soil and absorb the rainwater, so that the rainwater can be rationally infiltrated, accommodated and purified, and is stored in the anti-seepage water-retaining materials in the hidden pools (1).
