Provided is a technique that allows the number of passengers disembarking from a train when the train arrives to be predicted on the basis of only information obtained from a single railway station, in the management of congestion in a railway station. This train disembarking passenger number prediction apparatus is provided with: a detection unit having a passenger counting unit that counts the number of passers-by in a station, and a train arrival and departure detection unit that detects train arrival and departure times; an operation unit having a disembarking passenger number calculation unit that calculates the past number of passengers disembarking from the train on the basis of the past number of passers-by, a train interval calculation unit that calculates an arrival interval between two trains, a prediction model generation unit that generates a model for predicting the number of passengers disembarking from the train by use of the train interval, and a disembarking passenger number prediction unit that predicts the number of passengers disembarking from the train by use of the train interval of the train when the train arrives; a recording unit that records data to be used in the counting unit and the operation unit; and an output unit that outputs the prediction result of the number of passengers disembarking from the train.
