The purpose of the present invention is to reduce the frequency of state transitions between an active state and a suspended state and reliably supply a raw material. Provided is a raw material supply device, comprising: supply units for supplying a raw material, including a first supply unit and a second supply unit; a detection unit for detecting a malfunction state of the supply units; and a control unit for controlling the supply units. The control unit is provided with: a function whereby, if it is determined, on the basis of a result of a detection which is performed by the detection unit, that the first supply unit is in a malfunction state, the first supply unit is switched from an active state to a suspended state, and the second supply unit is switched from a standby state to an active state so as to supply the raw material; and a function whereby a determination is made as to whether the first supply unit in the suspended state has been restored to a normal operation state, and if it is determined that the first supply unit in the suspended state has been restored to the normal operation state, the first supply unit is switched to the standby state.
