Disclosed are a colored steel sheet and a manufacturing method thereof according to the present invention. The manufacturing method of the colored steel sheet according to the present invention comprises: a step of forming a predetermined pattern on the upper side of a metal possession steel sheet; a step of providing a water soluble polishing material to the metal possession steel sheet and polishing the upper side of the metal possession steel sheet in which the pattern is formed at the same time; a step of forming a hairline pattern by performing a superficial sanding process on the metal possession steel sheet; a step of removing residual moisture from the metal possession steel sheet; a step of coating a metal thin film or an amorphous viscoelasticity glass film having a predetermined color on the metal possession steel sheet; and a step of forming a polishing material layer by coating PCM paint on the dried hairline pattern.
