The present invention relates to a method for preparing high-toughness concrete using an organic and inorganic composite fiber including: (a) a step of preparing mortar containing water, a binder, aggregates, a bundle steel fiber, and a bundle-type organic fiber; and (b) a step of molding and wet-curing the mortar. According to the method of the present invention for preparing the high-toughness composite fiber-reinforced concrete using the organic and inorganic composite fiber, the bundle steel fiber and the bundle-type organic fiber are used for the concrete preparation, and the bundle steel fiber and the bundle-type organic fiber exhibiting completely different characteristics are configured to be included.
