An apparatus for preventing an outside plate of a hull from being frozen is disclosed. According to an embodiment of the present invention, the apparatus for preventing an outside plate of a hull from being frozen comprises: a fire water pipe supported by a deck of a hull, wherein a plurality of discharge holes are formed for a fluid to be discharged to the outside in a longitudinal direction; a first guide member having a pipe shape and a hollow portion, installed in a portion corresponding to the discharge holes, and extending to an external side of the hull from an external surface of the pipe for the fluid discharged from the discharge holes to be guided to an external side of the hull; a clamp detachably coupling the first guide member to the fire water pipe; and a second guide member coupled to a dead end of the first guide member to guide the fluid discharged from the discharge holes to an outside plate of the hull.;COPYRIGHT KIPO 2016
