The present invention relates to a promoter system for inducing expression by 3-hydroxypropionic acid, and to a method for biologically producing 3-hydroxypropionic acid by using the same. It is needed to continuously produce new enzymes having enzyme activities to biologically improve 3-HP production. As a result of screening promoters and transcription regulators reacting with 3-HP in various microorganisms including P. denitrificans, it has been clarified that a LysR protein and a specific gene base sequence bound with the protein constitute the same. Accordingly, a 3-HP inducing system according to the present invention is expected to be effectively used in adjusting a 3-HP metabolic pathway.
