According to the present invention, a method to compress an image radar signal by using a block adaptive quantization (BAQ) technique comprises: a data block division process to divide the image radar signal into blocks having a predetermined length; a block characteristic calculation process to calculate a characteristic of a dynamic range of data within the block; a threshold value selecting process to select a quantization threshold value suitable for determining the type of the block based on the characteristic of the dynamic range; a process to determine the type of the block by using the quantization threshold value; a process to determine a sample quantization threshold value matched with the type of the block; and a quantization process to quantize the data based on a sample quantization threshold value. The method may receive high bit image to be satisfied with a high resolution/high definition in the ground in real-time or in near real-time.;COPYRIGHT KIPO 2016
