According to the present invention, a water splitting structure using porous meta material includes: a first substrate; a nano-rod grown on the first substrate; a meta structure having a plurality of holes formed in a lattice structure on one side so as to allow the end of the nano-rod to be inserted; and the first substrate formed on the other side of the meta structure.
