The present invention relates to a composition for preventing or treating skin damage by exposure to ultraviolet rays and, specifically, to a cosmetic composition for protecting skin from ultraviolet rays which contains extract of a wild parsley as an active ingredient. The extract of a wild parsley reduces damage of the outer layer of skin from skin induced by irradiation of ultraviolet B (UVB), does not cause skin stimulation, effectively suppresses the expression of COX-2 and TNF- which are inflammatory mediators, and was confirmed to suppress skin inflammation. Therefore, the extract of a wild parsley can be applied as an external use, especially a cosmetic composition for preventing or treating skin damage by exposure to ultraviolet rays.
