A welfare recipient life-based customized welfare simulation method according to an embodiment of the present invention includes the steps of: modeling a welfare recipient qualification variation; analyzing a welfare recipient qualification variation feature; searching an influence variable on the welfare recipient qualification variation; deriving a variable suitable for a model by selecting the most influential variable from a preset simulation model; setting a welfare recipient qualification variation simulation model by using the derived variable; and providing a welfare recipient customized welfare service by applying transition probability and rules to the set simulation model. Accordingly, the present invention can provide various welfare services as a customized welfare service according to a welfare recipient life cycle.
