The present invention relates to a virtual experience-based safety training method, by which various potential accidents can be experienced based on virtual reality so that stability can be ensured for a person doing the experience and educational effects of the experience can be improved by means of a high level of realism and immersiveness. A premise of the present invention is the use of an output device for experience to be worn on the head of the person doing the experience and outputting a stereoscopic image, an experience motion input device detecting a motion of the person doing the experience, and an administrator terminal providing the output device for experience with virtual reality content and controlling the output stereoscopic image. The present invention includes: a step (S200) in which the stereoscopic image for realizing a disaster situation in the form of visual virtual reality is transmitted and output from the administrator terminal to the output device for experience; a step (S400) in which a movement of the head of the person doing the experience is detected by a first sensor unit disposed in the output device for experience and the viewpoint of the stereoscopic image is changed in accordance with the detected signal; a step (S600) in which the motion of the person doing the experience is detected by a second sensor unit disposed in the experience motion input device and the disaster situation is changed in the stereoscopic image in accordance with the detected signal; and a step (S800) in which disaster response information and progress status information on the disaster situation are transmitted to the output device for experience through the administrator terminal.
