Disclosed is a power consumption management system using a small and medium distributed energy storage device. The power consumption management system includes: an energy management server comparing predicted power consumption and average power consumption of consumers by time in accordance with a preset periodic unit, and then converting and applying a discharge amount of the small and medium distributed energy storage device by consumer in accordance with the preset periodic unit as a result of the comparison; a meter metering predicted power consumption of each of the consumers and then providing the metered information to the energy management server in real time or in accordance with the preset periodic unit; and a distributed power supply device by consumer, converting and applying the discharge amount of the small and medium distributed energy storage device in accordance with the control of the energy management server. As such, the present invention is capable of improving the management efficiency of power consumption and reducing costs for electricity.
