Disclosed are an apparatus and a method to determine rainfall, and a system to detect rainfall using the same. According to the present invention, the apparatus to determine rainfall comprises: a current value measuring module formed to be applied with an electric current when rainfall occurs, and which measures the current value of each pattern electrode from among a plurality of pattern electrodes placed in different positions for a certain time; and a rainfall occurrence verifying module which calculates an average current value of each pattern electrode using the measured current value for each time of each pattern electrode, and which verifies if rainfall has occurred or a disorder in the pattern electrode has occurred using the calculated average current values. The present invention is able to secure tenacity against an error of a system to detect rainfall; improve accuracy and reliability of determining whether rainfall has occurred or not; and makes it easier to maintain and repair the system.;COPYRIGHT KIPO 2017
