Provided are an otoscopic device and a method of diagnosing otitis media based on a mobile spectral imaging. According to an embodiment of the present invention, the otoscopic device based on a mobile spectral imaging includes: an optical fiber for emitting light collected from a light source into the form of a beam; a linear filter for linearly changing the spectrum according to a position irradiated with the light in the form of beam; a motor for moving the linear filter; a dichroic mirror for separating electromagnetic waves, obtained from an object irradiated with the spectral beam, into designated wavelength bands; an infrared temperature sensor for measuring the wavelengths of at least a part of the obtained electromagnetic waves and the separated electromagnetic waves; a communication unit for communicating with at least one control device; and a processor conducting processes to emit the beam radiated through the optical fiber to the linear filter, to determine a position to be irradiated with the beam by moving the linear filter, to release a portion of the spectral beam at the determined position, and to transmit the measured image and spectrum information in an image pixel unit to the control device.
