The present invention relates to a nature-friendly and eco-friendly construction method storing stream water with a moving beam sluice, a turnover sluice, or a lifting sluice configured to store the stream water, so as to naturally purify polluted stream water. When a reservoir apparatus configured by using the moving beam sluice, the turnover sluice, or the lifting sluice conformed in a shape illustrated in figures 3 to 31, inflow stream water is induced to be automatically diluted by using an inflow scattering action of rapids generation partitions (201-203, 205) formed inside the moving beam or turnover sluice when the stream water is stored by using the moving beam or turnover sluice formed in multiple sills. Thus, a nature-friendly and electrically connecting construction method purifying polluted stream water by using a nature-friendly and eco-friendly moving beam or turnover sluice, or eco-friendly lifting sluice naturally purifies the polluted stream water.
